What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing sites, combined with the moderate but important contribution the proposal would make to local housing supply, meant that under NPPF paragraph 11d(ii) the benefits outweighed the conflict with the local development strategy.
The moderate public benefits from housing delivery, economic activity and environmental improvements were weighed against the proposal's conflict with Policy SS2 due to lack of community support; the substantial housing land supply shortfall and the moderate but important contribution to housing supply tipped the balance in favour of granting permission under the tilted balance.
