Main issues, as the Inspector framed them

• whether the proposal would preclude the proper and planned delivery of housing on allocation site HA 29 as a whole having regard to Policy HC2 and supporting Housing Allocation Statement

What decided it

The proposal would preclude the proper and planned delivery of the entire allocated housing site HA 29 by subdividing it and failing to accord with the Housing Allocation Statement's requirement for primary access via Stonegate, which is a fundamental conflict with the development plan that cannot be outweighed by the modest housing benefits.

The modest benefits of delivering three energy-efficient market homes and local economic activity were significantly and demonstrably outweighed by the harms to character and appearance, neighbouring living conditions, and potential archaeological heritage when assessed against the Framework policies as a whole under paragraph 11(d).
