What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing land, combined with the limited harm identified on all three main issues and the support for self-build housing in the Framework, meant that the benefits of the proposal outweighed the conflicts with the development plan under the tilted balance test.
The limited harm to the National Landscape (mitigated through conditions), the limited harm to sustainable transport promotion from two self-build dwellings, and the economic and social benefits of rural housing delivery outweighed the conflicts with Policies SP1, CP1a and DM2 of the development plan, applying the tilted balance under paragraph 11(d) of the Framework due to the Council's inability to demonstrate a five-year housing land supply.
