The increased scale, massing, and hipped roof design of the proposed dwellings would appear out of scale and character in relation to surrounding development and would have a detrimental visual impact on the semi-rural character and appearance of the area, which cannot be outweighed by housing supply benefits or neighbour amenity considerations.
The harm to character and appearance significantly and demonstrably outweighed the benefits of housing delivery and the limited weight of the fallback position, displacing the presumption in favour of sustainable development under paragraph 11(d) of the Framework
