What decided it
The less-than-substantial but moderate harm to the significance of the listed farm buildings, combined with conflicts with development plan policies controlling countryside housing, outweighed the limited public benefits of three dwellings in a location where the Council cannot demonstrate five years' housing supply.
The public benefits of housing supply (limited to three dwellings), housing choice and quick build-out, together with modest biodiversity enhancements and highway visibility improvements, were insufficient to outweigh the moderate less-than-substantial harm to the significance of the listed farm buildings and the conflicts with development plan policies; the heritage protection policy provided a strong reason for refusal notwithstanding the housing land supply shortfall.
