What decided it
The absence of a 5-year housing land supply (2.84 years) engaged the tilted balance under NPPF paragraph 11(d), and the public benefits of a self-build dwelling, combined with housing delivery and potential ecological benefits, outweighed the less than substantial harm to the conservation area.
The less than substantial harm to the conservation area and conflict with local policies CP1 and CP4 were outweighed by the significant public benefits of providing a self-build dwelling in circumstances of substantial unmet housing need and a shortfall in housing land supply, with the adverse impacts not significantly and demonstrably outweighing the benefits when assessed against Framework policies as a whole.
