What decided it
The proposal accords with the development plan spatial strategy for rural settlements with key services, would not adversely affect heritage assets or the Ramsar site with appropriate mitigation, and delivers housing in a context of housing land supply shortfall, such that the tilted balance favours permission.
The benefits of housing delivery in a context of a shortfall in five-year housing land supply (approximately 2 years) outweighed any adverse impacts, as there were no strong reasons for refusal under paragraph 11(d)(i) of the Framework and the proposal was not contrary to the local development strategy under paragraph 11(d)(ii).
