The harm to the character and appearance of the conservation area, assessed as less than substantial but towards the upper end of that spectrum, was not outweighed by the public benefits of the proposal and provided a strong reason for refusal under paragraph 11d)i of the Framework.
The moderate weight afforded to the benefits of delivering three new dwellings and supporting housing land supply was outweighed by the considerable weight attached to the harm to the conservation area and the conflict with development plan policies protecting heritage assets and character.
