What decided it

The failure to demonstrate that the sequential test for flood risk has been passed, combined with the location outside the settlement boundary and loss of best and most versatile agricultural land, means the benefits of housing delivery do not justify permission contrary to both flood risk policy and the spatial strategy.

The moderate negative weight of the conflict with the spatial strategy and the very great weight of the combined flood risk and agricultural land conflicts were not outweighed by the significant positive weight of housing delivery (nine homes in context of no five-year supply) and limited weight of potential landscaping and biodiversity improvements; the strong reason for refusal in flood risk areas under paragraph 11(d) of the Framework tipped the balance decisively against the proposal.
