The site's location in flood zone 3a with high vulnerability to tidal flooding that would not be adequately mitigated, combined with the failure of the flood risk assessment to address all sources of flooding, rendered the development unacceptable despite the acknowledged need for Gypsy and Traveller pitches.
The significant benefits of addressing the shortfall in Gypsy and Traveller pitch supply and providing a settled base for occupants were substantially and demonstrably outweighed by the substantial weight attached to the acknowledged vulnerability of the development to flooding and its location in an area at high flood risk
