What decided it

The proposal accords with the development plan requirements in Policy GS3 for development in the countryside where there is no five-year housing land supply, and the effect on the National Landscape would be acceptable.

The significant weight given to the self-build status and the limited harm from being contrary to the spatial strategy (given the sustainable location and landscape acceptability) outweighed any adverse impacts, with the presumption in favour of sustainable development engaged.
