The substantial harm to the Grade II* listed Church and Conservation Area was not outweighed by the public benefits of network coverage because alternative sites that would not affect the listed building had not been demonstrated to be unavailable.

The substantial weight attributed to the public benefit of network coverage and replacement of a network deficit did not outweigh the substantial harm to the Conservation Area and the Grade II* listed Church, as alternative sites had not been adequately ruled out.
