The benefits of providing additional housing in a sustainable location, including self-build dwellings to address the Council's acute supply deficit, and local economic benefits, significantly outweigh the harm from conflict with the spatial strategy in the development plan, which is given reduced weight due to the housing land supply deficit; the presumption in favour of sustainable development applies.
