What decided it

The Council's failure to meet the Housing Delivery Test engaged the presumption in favour of sustainable development under paragraph 11(d) of the Framework, and the limited weight of the policy conflict with criterion ii was outweighed by the benefits of housing provision and the absence of material undermining of the mixed communities objective in the wider locality.

The limited weight of the conflict with criterion ii of Policy 8 and Policy 26, arising from the numerical breach but not material undermining of the mixed communities objective, was outweighed by the benefits of additional housing delivery in a Borough failing the Housing Delivery Test, alongside the absence of harm to character and appearance, living conditions, and highway safety, and the presumption in favour of sustainable development.
