What decided it

The Council's failure to meet the Housing Delivery Test engaged paragraph 11(d) of the Framework, which applied a presumption in favour of sustainable development that outweighed the limited weight of the conflict with Policy 8 criterion ii.

The limited weight of the conflict with criterion ii of Policy 8 (the numerical thresholds being exceeded but the underlying objective not being materially undermined) was outweighed by the benefits of providing additional residential accommodation in a Borough failing the Housing Delivery Test, alongside long-term economic and social benefits, and the absence of harm to character, living conditions, and highway safety.
