The benefits of delivering seven residential units on suitable brownfield land within a settlement, contributing to housing supply where delivery was substantially below requirement, and providing mixed-use regeneration of an underutilised employment site, outweighed the minor change in scale and character of the site, which was acceptable in context and mitigated by design.
