What decided it
The harm to the significance of a Grade I listed building (the Church) through loss of spaciousness in its setting, combined with impacts on a Grade II listed building and conservation area, is not outweighed by the limited public benefits of providing a single dwelling, particularly where the Council cannot demonstrate a five-year housing land supply.
The substantial weight given to housing delivery and better use of underutilised land was outweighed by the substantial weight placed on conservation of heritage assets, particularly the Grade I listed Church, such that the adverse effects substantially outweighed the benefits of the proposal.
