What decided it
The substantial weight attached to boosting housing supply and delivering affordable housing, given the Council's inability to demonstrate a five-year housing land supply, outweighed the identified heritage and landscape harms under the tilted balance.
The substantial benefits of housing delivery (including affordable housing) and moderate economic, social, biodiversity and highway benefits outweighed the moderate harm to character and appearance, the lower end of less-than-substantial harm to the Conservation Area, and the lower level of moderate harm to the Ridge and Furrow, such that the adverse impacts did not significantly and demonstrably outweigh the benefits under paragraph 11d)ii.
