What decided it

The moderate weight afforded to the provision of a single new dwelling and associated benefits (energy efficiency, accessible design, efficient use of land, access to services and public transport, parking and cycle storage) was significantly and demonstrably outweighed by the significant weight given to the substantial harm to character and appearance contrary to paragraph 135 of the Framework.
