The unacceptable impact on highway safety arising from restricted visibility at the proposed access point onto the A26, which conflicted with the Framework policy on highway safety and could not be outweighed by other considerations.

The limited economic and energy efficiency benefits of the proposal did not outweigh the unacceptable harm to highway safety identified in relation to the access drive.
