The existence of a lawful certificate for a 6-person HMO use, combined with the reduction in parking spaces from ten to five and their repositioning further from the most affected neighbour, meant that although noise and disturbance would increase, it would not reach an unacceptable level, and the housing benefits outweighed the identified harms.

The harm from noise and disturbance to neighbouring residents and some conflict with development plan policies on amenity was outweighed by the benefits of providing good quality, lower cost housing for ten separate households in an accessible location where the council cannot demonstrate a five-year housing land supply.
