What decided it

The unacceptable, significant harm to the living conditions of neighbouring residents combined with moderately adverse harm to the character of the AONB outweighed the economic and tourism benefits of the use.

The moderate harm to the AONB's landscape character and habitat, together with the significant harm to neighbours' living conditions, outweighed the local economic/tourism benefits and support for the use, so the 'crucial balance' tilted against granting permission.
