The Inspector found that very special circumstances, principally the lack of alternative sites and the best interests of the appellants' grandchildren, clearly outweighed the definitional Green Belt harm of the traveller site and the outbuilding, and that the lawful residential planning unit meant the mobile home use was not a material change of use requiring permission.
