What decided it

The unacceptable risk of significant adverse effect on the internationally important features and integrity of the Ramsar Site, in the absence of adequate mitigation, outweighed the minor benefits of the proposal.

The benefits of housing supply and design quality were outweighed by the substantial harm to the Ramsar Site; this was not sustainable development as defined by the Framework.
