What decided it

The cumulative visual and landscape harm caused by the subdivision of the riverbank into numerous privately owned plots with fencing, structures, and home mooring facilities, which fundamentally changed the character of this sensitive riverside area from a natural riverbank to a domesticated leisure landscape, contrary to development plan policies for landscape conservation.
