The cumulative visual impact of the subdivision of the riverbank into numerous privately owned plots with fences, structures and permanent home mooring facilities fundamentally changed the character of this sensitive natural riverscape from open countryside to a domesticated leisure setting, causing significant harm to landscape quality contrary to development plan policies.
