What decided it

The shutters cause significant harm to the character and appearance of the conservation area through obscuration of important architectural detail and incongruous utilitarian appearance, with no public benefits to outweigh this harm.

The less than substantial harm to the significance of the conservation area, assigned considerable weight and importance, was not outweighed by the private security benefits to the residents.
