The benefits of eight additional homes and a modern retail showroom, carrying moderate weight, were significantly and demonstrably outweighed by the significant weight given to harm to character and appearance and heritage assets, the substantial weight given to harm to living conditions, and the moderate weight given to unresolved CO2 emissions and flood risk matters, such that the presumption in favour of sustainable development did not apply.
