The modest harm to landscape character/AONB, conflict with the spatial strategy, and very limited harm from intentional unauthorised development were outweighed by the acute accommodation need of the occupants, the doubtful deliverability and out-of-date basis of the pitch supply, equality implications, and the best interests of the children, tipping the balance in favour of allowing the appeal.
