The failure to submit a sequential test demonstrating that no suitable town centre or edge of centre sites are available, combined with the inappropriateness of the large-scale hotel extension to its out-of-centre residential location, means the proposal conflicts with the development plan as a whole.

The limited contribution to the supply of hotel rooms in London and the use of brownfield land do not outweigh the significant harm identified in relation to the principle of development and the inappropriateness of the proposal to its location
