What decided it

The site's unsustainable location outside the settlement confines combined with the substantial visual harm to the character and appearance of the countryside setting of Hartwell outweighed the benefits of the scheme.

The moderate social and economic benefits of market and affordable housing delivery, biodiversity net gain and infrastructure contributions were outweighed by the harm from poor accessibility and substantial visual harm to character and appearance, such that the proposal conflicted with the development plan as a whole and no material considerations justified departing from it.
