What decided it

The flat-headed design of the front windows fails to replicate the distinctive arched window shape that is integral to the character of the terrace and conservation area, and the energy efficiency benefits do not outweigh this less than substantial harm.

The benefits to energy efficiency were outweighed by the less than substantial harm to the character and appearance of the conservation area.
