Main issues, as the Inspector framed them

• the effect of the proposed development on heritage assets, with particular regard to the setting of the Old Bedhampton Conservation Area
• the effect of the proposed development on the efficient and safe operation of the highway network in the vicinity of the appeal site
• whether any adverse effects of the proposal, including any conflict with the development plan when considered as a whole, would be outweighed by other material considerations

What decided it

The substantial weight attributable to the delivery of market and affordable housing in an area with a significant housing land supply shortfall outweighed the less than substantial heritage harm and other lesser harms, tipping the paragraph 11d)ii) tilted balance in favour of the proposal.

The public benefits, most significantly the substantial weight given to housing delivery (including affordable housing) in an area lacking a five year housing land supply, outweighed the less than substantial (moderate level) harm to the Old Bedhampton Conservation Area and the lesser harms to landscape character, agricultural land and a non-designated heritage asset, such that the conflict with the development plan as a whole was outweighed by other material considerations.
