What decided it

The proposed L-shaped dormer and second-floor outrigger extension would cause significant harm to the character and appearance of the area by appearing as a bulky, stark and jarring addition that would unacceptably diminish the architectural integrity of the host building and the local roofscape.

The benefits of additional living space for occupiers were not significant enough to overcome the significant harm to character and appearance.
