What decided it

The proposal's materially different relationship to existing development compared to the adjacent allowed appeals, combined with the substantial bulk and mass of the proposed dwelling creating demonstrable harm to the character and appearance of the rural landscape, meant it conflicted with the locational requirements of local policy and could not be justified by material considerations.

The proposal's very small contribution to local housing supply did not engage the presumption in favour of sustainable development, and there were no material considerations to justify a decision contrary to the development plan.
