What decided it

The extensions would result in unacceptable harm to the character and appearance of the existing dwellings by losing their proportions and simple design, particularly when viewed from the side and rear, conflicting with the development plan requirement for extensions to be well designed and scaled in relation to the property extended.

The limited weight that could be given to potential permitted development rights as a fallback did not outweigh the substantial harm and conflict with the development plan found in relation to the proposed development.
