Main issues, as the Inspector framed them

  • whether the proposal would be inappropriate development for the purposes of development plan policy and the National Planning Policy Framework
  • the effect of the proposal on the openness of the Green Belt
  • if the proposal would be inappropriate development, whether the harm by reason of inappropriateness, and any other harm, is clearly outweighed by other considerations, so as to amount to the very special circumstances necessary to justify it

What decided it

The substantial size of the gap between existing buildings in its specific village context means the proposal does not constitute limited infilling and therefore is inappropriate development in the Green Belt, with no material considerations of sufficient weight to justify it.

The substantial harm to the Green Belt by reason of inappropriateness and moderate harm to openness, together with harm to character and appearance, are not clearly outweighed by the moderate benefit of one additional housing unit, so very special circumstances do not exist.
