What decided it

The absence of any robust marketing strategy for the appeal site specifically meant it was not satisfactorily demonstrated that there was no realistic prospect of the site being re-used for offices or alternative employment use, resulting in unacceptable harm to employment space provision contrary to Policy CP3.

The benefits of providing an additional residential unit within the Preston Park Conservation Area did not outweigh the harm to the provision of employment space throughout the city.
