What decided it
The significant harm to the character and appearance of the landscape and the loss of an important hedgerow, combined with conflict with the development plan's spatial strategy to restrict development outside settlement boundaries, outweighed the benefits of housing delivery and affordable housing provision.
The positive factors of housing delivery, affordable housing provision, economic benefits and some environmental improvements were insufficient to outweigh the negative factors of significant landscape harm, hedgerow loss, and conflict with the development plan's spatial strategy and countryside protection policies.
