The fallback position of the approved barn conversion scheme, which would have almost identical impacts and a real prospect of implementation, attracted significant weight sufficient to outweigh the conflict with development plan policies on location.

The harm from locating the dwelling outside a settlement and contrary to development plan policies was outweighed by the significant weight of the fallback position, which would deliver a similar outcome regardless of the appeal outcome.
