What decided it
The parking use serves legitimate operational needs for adjacent businesses and would have minimal impact on character and appearance when landscaped, with ecological benefits from habitat creation outweighing any harm, whereas the waste-related activities must cease as they have no planning justification.
The economic benefits of retaining parking for two businesses and the landscaping and ecological benefits outweighed the visual harm from the parking area and non-compliance with land allocation policies, but only in relation to parking; the waste-related uses had no offsetting benefits and were refused.
