What decided it
The absence of clear and robust evidence to demonstrate that there is no reasonable prospect of the site being used for business, industrial or storage use (class B) meant the change of use conflicted with development plan policies protecting industrial capacity.
The significant social, health, community, employment and economic benefits of the gymnasium use, supported by development plan policies, did not outweigh the loss of employment-generating industrial capacity and conflict with the development plan read as a whole, which resists such loss without clear evidence of no demand for B8 use.
