The modest benefits of 4 housing units, contribution to housing mix, sustainable design features, and compliance with parking standards did not outweigh the substantial harm to character and appearance; the tilted balance was engaged due to housing land supply shortfall, but the adverse impacts still significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
