What decided it
The harm to the setting of the Grade II listed Linhay, to which great weight must be attributed, was not outweighed by the social, economic and environmental benefits of the scheme, and the heritage asset exception in NPPF paragraph 11d)(i) provided a clear reason for refusal notwithstanding the Council's inability to demonstrate a 5-year housing supply.
The social, economic and environmental benefits of the scheme (moderate weight) did not outweigh the significant weight attributed to the conflict with the development plan and the great weight attributed to the harm to the heritage asset's setting, with the Framework's heritage protection policies providing a clear reason for refusal under paragraph 11d)(i).
