The considerable height, scale, bulk and mass of the proposal at a highly visible location would cause harm to the character and appearance of the area that is not outweighed by the modest sustainability, social and economic benefits of the telecommunications installation.

The moderate weight attributed to the shared facility and benefits of digital connectivity for residents and businesses did not outweigh the harm to character and appearance.
