What decided it
The mansard roof form and stepping above it on the passage elevation would harm the appearance of the Conservation Area, and this harm was not outweighed by the public benefits of housing delivery and brownfield redevelopment.
The less than substantial harm to the significance of the Conservation Area was weighed against the public benefits of 5 new flats in a sustainable location, brownfield redevelopment, improvement to the open space, and economic benefits, but the harm was not outweighed by these benefits given the Framework's requirement that great weight be given to heritage asset conservation.
