The less than substantial harm to the significance of the Conservation Area was weighed against the public benefits of 5 new flats in a sustainable location, brownfield redevelopment, improvement to the open space, and economic benefits, but the harm was not outweighed by these benefits given the Framework's requirement that great weight be given to heritage asset conservation.
