The proposed tiled roof, though harmful, was less harmful to the significance of the listed building and Conservation Area than the only viable thatched alternative, and this harm was outweighed by the public benefit of restoring the building to its optimum viable use.
The less than substantial harm to the significance of the listed building and the Conservation Area was outweighed by the public benefit of seeing the building refurbished and brought back into its optimum viable use, together with limited social and economic benefits.
