Main issues, as the Inspector framed them
- Whether the material change of use and erection of buildings as alleged in the enforcement notice had occurred
- Whether planning permission should be granted for the retention of the open fronted store and compost toilet
What decided it
The open fronted store and compost toilet were modest, harmless structures built of wood that blended into the woodland background and were appropriate for forestry purposes in the green belt, whereas the material change of use to commercial woodcraft activities had not ceased by the date of the notice.
The modest scale and harmless nature of the storage building and compost toilet, and their appropriateness for forestry purposes in the green belt, outweighed any objection on green belt or character and appearance grounds; however, the material change of use to commercial woodcraft activities remained unlawful and the enforcement notice was upheld in that respect.
