What decided it
The significant shortfall in housing against the Site 4 allocation and Policy D3, combined with the Inspector's finding that a policy-compliant scheme could not be shown to have no reasonable prospect of coming forward, meant the harm from this conflict significantly and demonstrably outweighed the proposal's benefits.
The significant harm from conflict with BLP Policy 1 and Site 4 and with LP Policies H1 and D3 outweighed the benefits of affordable housing, employment provision, economic benefits and remediation, such that under the tilted balance the adverse impacts of granting permission significantly and demonstrably outweighed the benefits.
