The modest harm to living conditions from constrained outlook, which conflicted with Policies 4 and 37, was significantly and demonstrably outweighed by the important benefit of adding 2 dwellings to housing supply in the context of a 3.31-year supply and the Framework's requirement to significantly boost housing, plus limited benefit from seating supporting the Local Centre.
